CRYSTAL SPRINGS HOA BOARD OF DIRECTORS MEETING
AUGUST 14, 2007
The meeting was held at the home of Bryan Fink.
Members present: Bryan Fink, Alan Pugh, Jeff Bailey, Cheryl Sewell, Scott Morgan, Ellen Tidwell, Julie Adams, Kathy Foster
The meeting was called to order at 6:30 pm by President Bryan Fink.
Julie Adams moved to approve the minutes of the April 10, 2007 board meeting. Ellen 2nd. Vote unanimous.
Alan Pugh gave a financial report and stated the HOA has a surplus and that $750 was refunded from dues paid by title
companies for Phase III houses. Alan also reported that bills were mailed on 7/3/07 and about 70% of total dues have been
collected. He will mail past due notices. He also reported that one homeowner sent in $50, the same amount sent last year.
The last time the homeowners balance was paid by individual board members. It was reported that the homeowner doesn't like
the higher dues. The board members declined to help out this year and a past due notice will be sent.
Water Fountain Issues:
Bryan reported that Forrest is having a hard time finding companies to bid on the fountain repair. Two bids were received.
1) Westwood Gardens $4,479 and 2) Blades $1,250 plus $1,200 per day labor. The board discussed putting in a disappearing waterfall.
Bryan also reported the water timer is broken for the sprinkler along Salem. The cost to repair would be approximately $275.
Jeff Bailey made a motion to authorize Bryan to have the timer replaced or repaired. Scott Morgan 2nd. Vote was unanimous.
The board discussed the damage done by the developer at the corner of Gypsum and Salem on the north side. Bryan will get
an estimate on replacing the Rose of Sharons that were destroyed or another landscaping option. Kathy Foster will take pictures
and Jeff Bailey will contact the attorney for the developer, Ken Hickman, to let him know we will file a lien unless the damages
are paid.
Bryan will check with Blades about repairing the lights at the corner of Crystal Springs and Salem.
The board discussed the issue of RV parking. It was agreed that the covenant prevents parking on the grass and whether
RV’s can be parked or stored on HOA's property. The item was tabled until the next annual HOA meeting when it can
be discussed whether to put language in the covenants to specifically prevent RV's from being parked on HOA's property.
Bryan discussed needing a new newsletter editor. Julie will ask her husband, Craig, about putting more information on
the website.
Ellen will look into buying signs to remind homeowners to check the HOA website for news and information.
